Are you eligible for LIFE Legalization benefits?
Eligible persons may become permanent residents of the U.S.

The Immigration and Naturalization Service (INS) may be making it easier for you to become a permanent resident of the United States. Through a public awareness and outreach program, the INS is encouraging thousands of eligible individuals to file applications to become permanent U.S. residents under the Legal Immigration and Family Equity (LIFE) Act.

These applications must be filed on or before June 4, 2003.

To be eligible for the LIFE Act benefit (known as "LIFE Legalization"), you must have:

  • Entered the United States before January 1, 1982; and
  • Resided in continuous unlawful status through May 4, 1988, including being physically present in the United States from November 6, 1986 until May 4, 1988; and
  • Filed a written claim before October 1, 2000 for class membership in one of three class action lawsuits arising from the 1986 Legalization, or Amnesty, program for illegal immigrants. The three lawsuits are entitled Catholic Social Services, Inc. (CSS) v. Meese, the League of United Latin American Citizens (LULAC) v. INS, and Zambrano v. INS.
  • If you are eligible, the LIFE Act provides you with work authorization and a stay of removal or deportation while your application is pending. It may also allow your spouse and minor children to stay in the U.S. and provide them with employment authorization as well.
